Call for Proposal for UNESCO Scoping Survey

UNESCO UNEVOC (June 2021) - The ‘Bridging Innovation and Learning’ (BILT) project seeks for an Asian institute to carry out a scoping survey on new qualifications and competencies in Asia-Pacific. BILT is an initiative jointly carried out by UNESCO-UNEVOC and the German Federal Institute for VET (BIBB). The project’s main goal is to enhance peer-learning and exchange between Europe, Asia-Pacific and Africa. The scoping survey shall explore the identification of new qualifications and competencies, their integration in curricula and training regulations, and their implementation in teaching and training practice from an Asian perspective. Special attention shall be paid to green and digital competencies and qualifications. Results will serve as an overview of thematic trends in the region.

In tackling these challenges, BILT leverages the existing mechanism of the UNEVOC Network to offer opportunities for collaboration between UNEVOC Centres and TVET stakeholders and a platform for bridging of innovation and learning between Europe, Africa, and Asia and the Pacific.

UNESCO places great emphasis on ensuring that the objectives of the work assignment, as described in the Terms of Reference, are met.
Accordingly, in evaluating the proposals for the assignment, attention will focus first and foremost on the technical elements. From those proposals deemed suitable in terms of the criteria in the Terms of Reference, UNESCO shall select the proposal that offers the Organization best value for money.
