About the Event

I.          Background

To promote the internationalisation of TVET institutions and improve international competitiveness and employability of TVET students in Southeast Asian countries, the Southeast Asian Ministers of Education Organization (SEAMEO) in collaboration with Ministries of Education, other TVET-relevant Ministries, and TVET institutions have introduced the SEAMEO TVET Network. The Network of colleges, polytechnics, and university of technologies from Southeast Asia conducts the SEAMEO TVET Exchange Programme and other collaborations to provide their students and faculty staff with international education experiences.

As recommended during the 3rd High Officials Meeting on SEA-TVET, hosted by the Ministry of Education of Malaysia in May 2017, the SEAMEO Secretariat serves as a coordinator and facilitator of the exchange programmes.

Since 2018, the SEAMEO Secretariat in collaboration with TVET institutions and relevant Ministries have implemented the “SEAMEO Polytechnic Meeting” twice a year to discuss the implementation process and seek commitments from the participating institutions for SEAMEO TVET Student Exchange. As a result, the SEAMEO TVET Student Exchange has been implemented for 4 batches with the total number of 1,143 TVET students exchanged in 2018-2019 between Indonesia, Malaysia, Philippines, Thailand, and Vietnam.

Disrupted by the pandemic, the exchange has been halted since 2020. For 2022, SEAMEO has decided to conduct the first virtual student exchange under the SEAMEO TVET Exchange Programme in May-June-July 2022. The first batch of the virtual student exchange will be conducted as a pilot with institutions from Indonesia, Malaysia, Philippines, Thailand, and Vietnam, who have previously already signed up for the SEA-TVET Exchange Programme.

On 15 March 2022, SEAMEO Secretariat had already conducted a Virtual Briefing Meeting for SEAMEO TVET Network Institutions where the virtual exchange mechanism, timeline, and requirements where introduced, and feedback from participating institutions was collected. The Briefing Meeting constituted the official kick-off of the SEAMEO TVET Exchange Programme.

Following the Briefing Meeting, more than 70 Institutions have signed up to participate in the 1st Batch of virtual TVET Student Exchange in May/June/July 2022 and are planning to exchange over 700 students across Southeast Asia.

To support institutions and educators with the virtual exchange, SEAMEO Secretariat has launched the SEAMEO Virtual Exchange Platform together with Linkr Education. The Virtual Exchange Platform is dedicated to making virtual exchange easier and more impactful, while at the same time improving the digital and 21st century skills of all participants. The Virtual Exchange Platform will be used for continued matchmaking, knowledge dissemination, and collaboration between institutions, educators, and students.

Many participating institutions have already found and established partnerships, with more than 30 established institutional pairs. However, several participating institutions are still looking for further partnerships and receiving institutions for their students.

Therefore, SEAMEO Secretariat will hold the Onboarding and Matchmaking Meeting on 10 May 2022 to provide insights into how to maximize the potential of the virtual exchange platform and support institutions in establishing further exchange partnerships.

II.        Organisers and Host

The Onboarding and Matchmaking Meeting is organized and hosted virtually by the Southeast Asia Ministers of Education Organisation (SEAMEO) Secretariat.

III.       Objectives of the Onboarding and Matchmaking Meeting

The Onboarding and Matchmaking Meeting aims to:

  1. Update institutions on the status of the 1st Batch of virtual TVET Student Exchange.
  2. Introduce coordinators to the SEAMEO Virtual Exchange Platform, support them in the sign-on process, and explain how to utilize the different features of the platform.
  3. Provide institutions who have not found a suitable exchange partner with the opportunity for matchmaking; and provide them with instructions on how to use the Virtual Exchange Platform to announce collaboration requests.

Following the initial Onboarding Meeting, SEAMEO will organize several further onboarding sessions on the Virtual Exchange Platform for participating teachers and students in the coming weeks.

IV.       Expected Outputs

The Onboarding and Matchmaking Meeting is expected to deliver the following outputs:

  • Institutions are aware of the current status of the 1st Batch of virtual TVET Student Exchange and the next steps.
  • All participating coordinators have signed up to the Virtual Exchange Platform and know how to use and utilize the individual features.
  • Coordinators are able to post partnership and collaboration requests on the Virtual Exchange Platform. Suggestions for potential matches are made during the meeting.
V.        Participants

The meeting will be attended by approximately 200 participants from TVET

Institutions/Polytechnics/Universities from Indonesia, Malaysia, Philippines, Thailand, and Vietnam.

Participants will be the assigned coordinators of each institution.
